    В этом сообщении обращаю ваше внимание на процедуру SMS-D-50 по контролю над серой в выбросах газов. Необходимо еще раз просмотреть процедуру и при аттестации убедиться, что кандидат твердо знает следующие моменты:


    1. Очень часто путают специальные районы по конвенции MARPOL, с районами имеющими местные ограничения по выхлопным газам.

    Аттестуемый должен четко знать специальные районы по MARPOL Annex VI
    – Hа данный момент по SOx это Балтийское море, Северное море, район Северной Америки и США Карибское море.


    1. Список местных районов более обширный и перечислен в процедуре. Надо знать эти районы и правила работы в них. Касается ли это требования для судов в транзите или только заходящих в порты районов с местными требованиями.

    While ships are operating within an Emission Control Area (специальные районы по MARPOL Annex VI), the sulphur content of fuel oil used onboard ships shall not exceed the following limitations:


    • 0.10% m/m on and after 1 January 2015.


    Requirements of Directive 2012/33/EU of the European Parliament and of the Council (amending Directive 1999/32/EC).
    All vessels are required to use marine fuels with a maximum sulphur content of 0.1 % by mass, while at berth in EU ports.

    This requirement applies to any use of fuel in auxiliary engines, main engines, boilers, or any other type of combustion machinery. Vessels are considered “at berth” when at anchor, on buoys or alongside, and whether or not they are working cargo. Vessels which spend less than 2 hours at berth according to published timetables are exempt from this requirement.

    The shipyards or ship repair facilities located in EU ports are considered as included as ‘ports’, and the vessels are required to use marine fuels with a maximum sulphur content of 0.1 % by mass.

    To comply with this requirement it is necessary to switch over to lighter fuel oil types, such as Marine Gas Oil with sulphur content not exceeding 0.1% by mass, for Boiler operation at the berth and/or at anchorage in Community ports (EU ports).

    All ships, using separate fuel oils to comply with MARPOL, Annex VI, Regulation 14 or local regulations, while entering or leaving an Emission Control Area shall carry a written procedure showing how the fuel oil changeover is to be done, allowing sufficient time for the fuel oil service system to be fully flushed of all fuel oils exceeding the applicable sulphur content specified in MARPOL or local regulations prior to entry into an Emission Control Area.

    The volume of low sulphur fuel oils in each tank as well as the date, time, and position of the ship when any fuel-oil-change-over operation is completed prior to the entry into an Emission Control Area or commenced after exit from such an area, shall be recorded in the log-book mentioned below.

    These fuel requirements is applied to ocean-going vessel main (propulsion) diesel engines, auxiliary diesel engines (including diesel-electric), and auxiliary boilers when operating within the 24 nautical mile regulatory zone off the California Coastline.

    Local Turkish Regulations
    The new Turkish regulations mean that 0.1% sulphur content gas oil must be used by vessels calling at Turkish ports between the end of the passage and the commencement of the sea passage including in port anchorage areas. The regulation will not be applicable for vessels transiting through the Turkish Straits, such as the Bosporus or Dardanelles, even if they drop anchor providing the vessel maintains transit status.

    Fuel Requirements in Panama Canal Waters



    • Vessels with intentions to transit the Panama Canal, prior to transit, need to anchor at the Pacific or Atlantic Anchorages, or vessels that plan to call at the Pacific or Atlantic port terminals, will be permitted to use heavy (residual) fuel to operate their auxiliary engines, boilers and other ancillary equipment during their stay at the anchorage or at the berth. However, these vessels will be required to perform a changeover from heavy (residual) to light (distillate) fuel that is used to operate their propulsion engines prior to entering Canal waters. Change over to light (distillate) fuel operation, at least two (2) hours prior to the scheduled pilot time for their Canal transit. Vessels will be deemed ready for Canal transit only when the changeover to light fuel has been completed and are operating only on distillate fuel.

    • Vessels that arrive at Canal waters with the sole intention to visit either the Pacific or Atlantic port terminal and will not transit, may be allowed to proceed to and from the port terminal on heavy fuel, including the main propulsion engines.

    Hong Kong Air Pollution Control (Ocean Going vessels) (Fuel at Berth) Regulation (Cap. 311AA)
    It requires ships at berth to use fuel with a sulphur content not higher than 0.50%. The Regulation applies to vessels of 500 GT and above. The rule will not apply to ships operating exclusively within river trade limits or entering Hong Kong waters solely for certain emergency situations. At berth is defined as a place in the waters of Hong Kong at which the vessel is not underway. No later than one hour after arrival at berth, the vessel will be required to switch to a marine fuel with sulphur content not exceeding 0.5% by weight, LNG or any other fuel approved by the air pollution control authority. Ships are required to keep using the low sulphur fuels up to one hour prior to departure.
    Hong Kong Air Pollution Control (Fuel for Vessels) Regulation (Cap.311AB)
    Starting from 1 January 2019 all vessels except for specified vessel types as set out in the Regulation, are required to use compliant fuel within Hong Kong waters, irrespective of whether they are sailing or berthing with sulphur content not exceeding 0.5% (switch to compliant fuel should be done) before entering Hong Kong waters, liquefied natural gas or any other fuel approved by the Director of Environmental Protection. If a vessel uses emission reduction technology that can achieve the same or less emission of sulphur dioxide when compared with using low-sulphur marine fuel, it may be exempted from using compliant fuel.
    Domestic ECA Regulations in Waters of the Pearl River Delta, the Yangtze River Delta Region and Circum-Bohai (Beijing, Tianjin, Hebei) Waters.


    • From 1 January 2019 the ships entering the emission control areas shall use marine fuel oil with a sulphur content not more than 0.5% m/m. Large-scale river ships and river-sea ships shall use the fuel oil that meets the newly revised requirements specified in the national standards for marine fuel oils, while other river ships should use the diesel fuel that meets national standards.

    • From 1 January 2020 the ships entering the inland river control areas (Yangtze River and Xijing River) shall use the marine fuel oil with a sulphur content not more than 0.1% m/m.

    • From 1 March 2020 the ships entering the Emission Control Areas without any alternative measures such as sulphur oxides and particulate pollution control devices (Exhaust Gas Cleaning System or Scrubber, if such equipment installed, the emission-monitoring device shall be installed, and the generated wastewater waste liquid shall be disposed according to relevant regulations) can only load and use the marine fuel oil that should be used in accordance with new Regulation (sulphur content ≤ 0.5% m/m).

    • From 1 January 2022 the ships entering the Hainan water in the coastal control areas shall use the marine fuel oil with a sulphur content not more than 0.1% m/m.

    • The feasibility of using the marine fuel oil with a sulphur content not more than 0.1% m/m shall be evaluated in a timely manner to determine whether it is required that the ships entering the coastal control areas shall use the marine fuel oil with a sulphur content not more than 0.1% m/m from 1 January 2025.


    Statement of the Ministry of Transportation and Communications of Taiwan
    From 1 January 2019 all vessels entering Taiwan`s commercial ports must use 0.5% sulphur bunker fuel or other compliant fuel.

    According to MARPOL Annex VI, if a ship cannot purchase compliant fuel oil and intends entering to the ECA, it shall notify its Administration and the competent authority of the relevant Port of destination.

    Fuel Oil Non Availability Reporting for ECA, other than NA ECA

    Fuel Oil Non Availability Report detailing the company & ship efforts to obtain complaint fuel shall be submitted to the Administration and the competent authority of the relevant port of destination.

    These reporting requirements are applicable to emission control areas established by MARPOL Annex VI with the exception of the US ECA.

    Fuel Oil Non Availability Reporting for US ECA

    For vessels bound for the North American Emission Control Area Fuel Oil Non Availability Report must be submitted via the electronic Fuel Oil Non Availability Disclosure (FOND) Portal.

    For ships calling to NA ECA such a report must be submitted no later than 96 hours prior to entering NA ECA.

    Failure to submit the Fuel Oil Non Availability Report, when it is required, will result in the detention of the ship.

    The following documentation shall be maintained onboard the vessels:

    1. a fuel system diagram that shows all storage, service, and mixing tanks, fuel handling, pumping, and processing equipment, valves, and associated piping. The diagram or other documentation shall list the fuel tank capacities and locations, and the nominal fuel consumption of the machinery at rated power;

    2. a description of the fuel switch over procedure with detailed instructions and clear identification of responsibilities.

    3. the make, model, rated power or output, and serial number of all main engines, auxiliary engines, and auxiliary boilers.


    All data required in items 2 & 3 should be placed on the fuel system diagram, required by item 1 and this diagram shall be displayed at the Engine Control Room.

    All records should be maintained in the Engine Log Book, Sulphur Emission Control Area Record Book and Marine Fuel Sulphur Record Book, supplied by the company.
