    Грачев Михаил Николаевич – кандидат философских наук, доцент. В 1994 г. защитил кандидатскую диссертацию по теме «Кибернетический подход и система философских взглядов Норберта Винера» по кафедре философии Российской академии управления (ныне – Российская академия государственной службы при Президенте Российской Федерации). С 1995 г. работает в Российском университете дружбы народов на кафедре политических наук факультета гуманитарных и социальных наук, одновременно с 2000 г. по совместительству – на кафедре государственного и муниципального управления того же факультета. С 1997 г. сотрудничает с кафедрой политологии и социологии факультета социологии, экономики и права Московского педагогического государственного университета. С 1999 г. является ответственным секретарем редакционной коллегии «Вестника Российского университета дружбы народов» (серия «Политология»). С 2003 г. – профильный редактор раздела «Политические науки» Федерального образовательного Интернет-портала «Социально-гуманитарное и политологическое образование» (http://www.humanities.edu.ru/), созданного в рамках Федеральной целевой программы «Развитие единой образовательной информационной среды (2001–2005 годы)». Автор более 60 научных и учебно-методических работ, в том числе монографий «Актуальные проблемы политической науки» (М., 1996; в соавторстве с Ю.В. Ирхиным), «Политика, политическая система, политическая коммуникация» (М., 1999), «Демократия: методология исследования, анализ перспектив» (М., 2004; в соавторстве с А.С. Мадатовым). Неоднократно участвовал в международных и всероссийских научных конференциях. Область научных интересов – политическая коммуникация, анализ информационных процессов в сфере политики, а также использования информационно-коммуникационных технологий в деятельности органов государственной власти и местного самоуправления.
