Выводы по главе 2
Национальные нефтегазовые рынки стран Африки являются неоднородными. Такая неоднородность обусловлена различным уровнем политической стабильности и экономико-социального развития. От уровня политической стабильности напрямую зависит уровень инвестиционной привлекательности экономики и отдельных ее отраслей (в том числе нефтегазовой), поскольку государственные органы способны обеспечивать определенный уровень безопасности и гарантий для инвесторов.
По результатам национальных рынков считаем, что нефтегазовый рынок Габона не обладает достаточным уровнем привлекательности и стабильности, требуя от государственных властей проведения комплексных реформ. Остальные национальные рынки, исследуемые в этой работе (Алжир, Гана, Марокко и Чад), обладают значительными ресурсами и являются перспективными для инвестиций в развитие отрасли добычи нефти и газа.
На современном этапе рынок нефтегазовых месторождений стран Африки обладает значительным потенциалом, выражающимся в: значительных объемах доказанных запасов углеводородов; развитии национальных экономик, генерирующих региональный спрос на нефтегазовые ресурсы; формировании привлекательной инвестиционной политики и предоставлении льгот для зарубежных инвесторов в отрасль добычи нефти и газа. Недостатками рынка остаются: высокий уровень политической нестабильности и вероятность социальных протестов, в том числе вооруженных; распространенная коррупция и недостаточная прозрачность условий предоставления лицензий НКГ; недостаток квалифицированной рабочей силы и элементов обслуживающей инфраструктуры.
