4.2Supervisor Responsibilities


The responsibilities of Supervisors in the Short Service Employee Program are

  • know which jobs and crews are using Short Service Employees

  • ensure Short Service Employees are appropriately identified per this Appendix 1

  • ensure Short Service Employee Mentor possesses proper knowledge and skills in the job task assigned

  • ensure Short Service Employee Mentor is adequately training SSE

  • ensure Short Service Employee is gaining the necessary knowledge and skills in the job tasks, and follow all safety rules and company policies

4.3Mentor Responsibilities


The responsibilities of the Mentor in the Short Service Employee Program are to

  • be an experienced and responsible person assigned by the supervisor to work with the new employee

  • be selected based on a history of safe work and policy/procedural knowledge

  • be able to communicate the expectations and characteristics of work tasks and their associated hazards

  • have a patient disposition, as well as the desire and willingness to devote the necessary time to succeed as a mentor

  • possess knowledge and skills in the job tasks assigned to the SSE

  • be willing and able to effectively listen to the SSE to determine if the SSE is learning and retaining the knowledge being shared

  • be willing to watch a SSE perform a job without interfering as long as the SSE is not in a position to harm themselves, others, the environment or the equipment

  • adopt a positive safety attitude, avoid criticism, and strive to build confidence and self-esteem in the SSE

  • keep abreast of new equipment in their field of expertise

  • refrain from taking shortcuts and doing anything else that jeopardizes health or safety

  • demonstrate a positive work ethic at all times



  • follow all company policies and procedures

4.4Short Service Employee (SSE) Responsibilities


The responsibilities of the Short Service Employee are to

  • be willing to watch and listen to the Mentor

  • learn how to do assigned tasks safely and effectively

  • take direction from the assigned mentor and supervisor

  • request for help or support if the learning curve is not matching expectations

  • establish a positive safety attitude toward assigned job tasks

  • be willing to learn how to do each task in a safe and environmentally sound manner

  • stop and report unsafe conditions immediately

  • participate in safety meetings

  • follow all safety rules and company policies

4.5HSE Engineer Responsibilities


The responsibilities of the HSE Engineer in the Short Service Employee Program are to

  • serve as subject matter resource to support the Supervisor and SSE

  • ensure the SSE gets the necessary safety training

  • follow all policies and procedures

4.6Subcontractors Responsibilities


  • subcontractors shall implement and coordinate with Company the implementation of this program

5RISK MITIGATION PLAN FOR SSE AND NEW EMPLOYEES





Description

Mitigation Plan

Category 1 SSE

Personnel with less than 6 months experience in their craft

  • All site risks, hazards, requirements and relevant procedures covered in on-boarding

  • Dated SSE sticker on hard hat for 4 weeks minimum

  • SSE workers may not work alone

  • Work crews of less than 5 people will have no more than one Category 1 SSE

  • Work crews with more than 20 % category 1 personnel are only allowed if the Company / Sub-contractor submits a variance and mitigation plan (Appendix 2) that is approved by the relevant

PED Project

  • Company is responsible for management of SSE employee and recordkeeping including subcontractors

Category 2 SSE

Short term contractors

Vendor reps

Temporary workers

  • All site risks, hazards, requirements and relevant procedures covered in on-boarding

  • Dated SSE sticker on hard hat for entire period of work at PED projects site

  • Project or Company will provide an experienced non-SSE contact/mentor to stay with and mentor the SSE personnel while on-site. SSE workers may not work alone

  • Contract owner (Project or Company) is responsible for management of SSE employees and recordkeeping

Personnel not defined as SSE

Personnel new to the site, but with more than 6 months experience in their craft


  • All site risks, hazards, requirements and relevant procedures covered in on-boarding

  • Assign a contact to provide information and assist with site familiarization. When large numbers of new personnel arrive they will be divided into smaller groups (10-20 people) and assigned a contact for the group

  • Contact will stay with the SSE or SSE group for a minimum of 2 weeks to ensure familiarization with site requirements and practices




Visitors


  • All site risks, hazards, requirements and relevant procedures covered in on-boarding

  • Visitors will be accompanied by a project escort at all times
