Altai State University (Russia, Barnaul) AFRICAN UNION’S PEACEMAKING EXPERIENCE: ACHIEVEMENTS AND CHALLENGES Аннотация the article is devoted to highlighting key aspects of African Union’s peacemaking activity, obstacles the African Union face and African Union’s meaningful deeds are described in the article. Ключевые слова the African Union, regional organizations, peace and safety, the UN, contradictions, troops. The UN is often perceived as a more neutral and impartial participant in the peacemaking process comparing to large regional powers, often pursuing their own interests. However, regional organizations have a number of significant advantages comparing to the UN. Regional organizations are closer to the conflict geographically, as well as from the cultural and political point of view, therefore, they better realize local conditions, motives and logic of opposing forces, they have more flexible and operative reaction to changing situations in conflict zones. African Union «Architecture of peace and safety» consists of the following elements: The Peace and Security Council, The Continental conflict early warning system, The African Union Peace Fund and The African Standby Force [5]. Currently, this organization concentrates its main forces in Somalia and the Sudan in order to resolve ethnic conflicts. The Security Council, in resolution 2372 (2017), noticed the crucial role of the African Union in ensuring lasting peace and stability in Somalia, recognized the great personnel dedication of the African Union Mission in Somalia (AMISOM) [6]. 1. The data of April 2, 2018 give evidence of the successful AMISOM troops counterattack. On 8 December 2017, AMISOM put an end to instability in Somalia by reaching the power-sharing agreement between the unrecognized state of Galmudug and Alu Sunnah Val Jamaa [3]. 3. On 8 February 2018, African Union’s peacekeepers provided humanitarian assistance in the framework of the peacekeeping mission in the Sudan (UNAMID). About 214 people underwent basic medical examinations, as well as screening of malaria and free treatment [8]. However, along with the successes, there are drawbacks in the African Union’s peacekeeping activities. For example, the High Commission for Human Rights provided data on the human rights violations by peacekeeping personnel of the African Union. 1. The report accuses AMISOM of 178 civilians murders from January 2016 to October 14, 2017 [4]. 2. On 26 November 2017, UNAMID received the information that one of its civilian employees had been arrested and charged with sexual offenses involving a minor child [7]. The following factors are an obstacle to the effectiveness of African Union peacekeeping: Lack of a clear mechanism for financing African Union’s peacekeeping activities and the high dependence of the AU peacekeeping on external financing. Disagreements between the United Nations and the AU on the issue of the use of force. The African Union in its peacekeeping activities abides an «offensive» approach and goes far beyond the generally accepted in the United Nations restrictive understanding of the extent of the permissible use of force. Altai State University (Russia, Barnaul) FAILED STATE: PROBLEM STATEMENT Аннотация the article is devoted to failed states characterization, different approaches to the definition of the concept «failed state» considering. Ключевые слова failed state, social functions, official government, revolutionary governments, civil wars. The modern developed state is a certain model, technology, a set of management mechanisms implemented in social reality with different efficiency degrees. However, not all states meet these special requirements. With external legal formalization and sometimes international recognition, some states are functionally incapable. In the political science, when analyzing the most diverse processes, there is more and more talk about failed states. As a result, such a notion as «failed state» has appeared in the political science. There some approaches to the definition of the concept «failed state»: 1. A failed state is distinguished by the inefficiency of the executive power, local self- government, the inability to exercise its inherent function, and to implement obligations to the population [1]. 2. A failed state is understood as a state that does not fulfill its «social contract» with citizens, on the basis of which the state is obliged to provide social benefits to citizens, and citizens are obliged to obey the existing legal order, as well as regularly pay taxes in return. The structure of government institutions in a failed state is underdeveloped, which is reflected in the impossibility of law and order maintaining, a lack of minimal social functions, such as medical care or general compulsory education [5]. 3. Politicians and experts often include stable countries in the group of «failed» or «fragile» states due to the undemocratic nature of the ruling regime, the dysfunction of the public government that cannot perform the tasks traditionally prescribed to it [6].
